International Symposium “Space & Global Security of Humanity” will take place in Limassol, Cyprus, November 2-4, 2009.
Symposium will examine the problem area of global security of humanity and the way to solve problems of creation of international aerospace system for monitoring of global natural and technogenic phenomena (IGMAS), insuring the sustainability and harmony of mankind’s development.
Symposium will be attended by the leading world scientists, experts, analysts from all corners of the space community, including key government decision-makers and representatives of business circles from largest world aerospace companies.

I would like to invite you to join us for the Specialized International Symposium “Space & Global Security of Humanity”. This international symposium will examine a problems of global security of humanity and ways to solve these problems – creation of international aerospace system for monitoring of global natural and technogenic phenomena (MAKSM), Earth’s natural balance conservancy, use of natural resources, ecology and environment protection.
 Purpose of creation of international aerospace system for monitoring of global natural and technogenic phenomena is effective development and joint use of potential capabilities of aerospace systems, advanced Earth monitoring and data processing technologies developed by world countries. This system in proper time provides institutions of state governing and population with information relative to imminent natural and man-caused disasters that give the real opportunity to prevent or reduce their negative effect on environment, world economic infrastructure and people.
On this symposium will be examined МАКSМ purpose and major tasks as well as configuration of this new system. Much attention will be given to orbital constellation configuration formulation. Themes of panel discussions will include the new technological solutions which can be used for the development of space satellites, special and service onboard equipment and systems.
One of the major sections of symposium is devoted to МАКSМ ground segment which includes the ground control complex, launch facilities and a special purpose МАКSМ complex of ground facilities. The symposium papers will review such areas as monitoring data local receiving stations, ground data receiving and processing facilities, navigation information systems.
We hope that our symposium will attract attention of world society, notable scientific and industrial institutions and companies, promote international cooperation in science and culture, development of common educational and scientific space».

Through all its history humankind was suffering and continue to do so from natural disasters. Which were added for the past two hundred years by technogenic catastrophes regretfully marking an inevitable companions of technological advance. At the same time humanity which cumulated giant scientific potential, having various technological tools, already possess all opportunities for its security enforcement. These opportunities in the first instance are associated with space technologies used for global geophysical phenomena and extrahazardous industrial facilities global monitoring.
A man can stem natural and technogenic disasters only if he is well educated, powered by the requisite knowledge and constantly maintain its level. Knowledge - part and parcel of global security. In the conditions of constant rapid knowledge updating its promotion is possible only by using new educational approaches in the framework of common educational and scientific space, utilizing up to date information and telecommunication technologies, including space technologies.

Symposium “Space & Global Security of Humanity” will take place in Limassol, Republic of Cyprus, November 2-4, 2009. The Symposium participants number is limited.

Symposium Opening Ceremony begins November 2, 2009 at 12:00 a.m. local time.
Papers will be published in Symposium Proceedings and on Official Web Site of “Space & Global Security of Humanity” Symposium.
Symposium Organizing Committee will offer the participants a rich program of social events. International Aerospace System for Monitoring of Global Natural and Technogenic Phenomena (IGMAS)

Purpose of IGMAS is global monitoring of Earth’s surface, Earth’s atmosphere and near-Earth environment from space with the possibility to transfer observation data to ground situation centers which carry out forecast and warning in quasi-real time to prevent natural and man-caused disasters. Furthermore, the system provides high-precision determination of object position including concerns of increase of cargo transportation efficiency, and distance learning (remote education) as well. At that, distance learning can be used for training specialists not only in the field of monitoring but in any other areas of human activity.
     Main tasks of IGMAS are:
•    Remote observation of Earth’s surface, atmosphere and ionosphere with use of visible and heat range equipment, low- and high-frequency wave complexes, complexes for monitoring of charged particles, magnetometers, mass-analyzers, spectrometers with the following purposes:
o    Global geological mapping of different rocks, folded and discontinuous structures, dynamic control of seismic dangerous regions.
o    Dynamic monitoring of hydrogenous ecosystems.
o    Discovery of signs showing the possibility of coming earthquake (measuring of tectonic plate displacement, control of different signs of earthquakes and processes of volcanic activity).
o    Control of initiation, development and spread of tornado, typhoon, tsunami, cyclones and anticyclones.
o    Monitoring of potentially dangerous (in respect to possibility of chemical or radiation pollution, fires or explosions) objects functioning on the Earth.
•    Data obtaining by satellite equipment and its registration.
•    Transfer of monitoring data from satellite to ground centers to obtain, store and process the Earth observation information both in real-time and with delaying in case of data storage in satellite on-board memory.
•    Preprocessing of Earth observation information with use of ground stations which are part of global (international) and national situation centers.
•    On-line delivery of necessary information to state authorities both in Russia and in other countries in the interesting of hazard reducing and decreasing of negative consequences of natural and man-caused disasters for people and economic potential of different countries.
•    Providing the customers with navigation data obtained from space navigation systems in the interesting of economy, society and persons including information and telecommunication services.
•    Remote education (distance learning) in the interesting of training specialists in the field of monitoring, forecast of natural and man-caused disasters and other areas of science and engineering with use of advanced space and informational technologies.
     IGMAS is composed of orbital, airborne and ground segments.
     Airborne segment of IGMAS is built if necessary by national governments for ones own account and has a status of national system.
     Orbital segment of IGMAS provides obtaining of data that are possible signs of natural and man-caused disasters. This data can include: background distributions and separation of perturbation of parameters characterizing thermal, magnetic, gravitational fields and plasma in ionosphere, changes in ozone layer and changes of atmosphere characteristics, changes in geodynamics of the Earth’s crust and subsoil waters. Obtained data transfers to crisis situation centers of global system that provides customers with monitoring information (GSMI).
     Orbital segment of IGMAS is composed of upper and lower deck groups of satellites. Total number of satellites in the orbital segment of IGMAS is up to 10.
     Main elements of GSMI are:
•    Upper level consisting of two global crisis monitoring centers situated in Russia and, for instance, in one of the economically developed countries and having data links with UNO offices.
•    Medium level is national situation centers for control during emergency situations that are connected with centers of upper level.
•    Lower level is composed of ground stations to obtain space data.
     At that, national crisis situation centers are more important in the interesting of several countries and their creation has to be financed by governments of these countries.
     For on-line delivery of monitoring information from upper deck group of satellites to provide global monitoring centers about five international stations for obtaining the space data are necessary. These stations have to be distributed at different parts of Earth (for instance, West Coast of North America, East Coast of South America, Central Africa, Indo-China, central part of Russia).
     To provide national situation centers with monitoring data directly countries can deploy stations for obtaining of monitoring information on their territories using own financial resources.
     The international cooperation for development and use of this space system project may include: Russia (project initiator and coordinator), European countries, USA, Canada, China, Asian-Pacific Region states, Australia, African countries, South and Central American states.
